Why Don't We Talk About Cows When We Talk About Drought?

When discussing California's water shortages/drought, there is usually no mention of the millions of intentionally-bred beef and dairy cows right here in our state, each weighing around a ton and consuming astronomical amounts of water and irrigated crops every single day (all while we strive to take shorter showers).
